The rule depends on the location. Some stores, such as Hachioji, do not admit guests with tattoos (including tattoo stickers), while Spa Metsa Otaka admits tattoos small enough to cover with two of its own cover stickers (9.5 x 14.0 cm each) (per the official store pages).
